Mainly all the coastal areas can be reached with public transportation, so you don't need a car. If you really want to drive in these areas during the summer peak season you will have to spend hours in the traffic jam and pay expensives parkings (when available).
Here are my favourite excursions:
Cannes and Iles Lerins:
You can get into Cannes by train. From there you can visit the town (which is a short visit) and combine the visit with the Lerins Islands.
The Lerins islands are two small islands, Ile Ste Margerite and Ile St Honorat. There are boats leaving from Cannes very often and the boat takes about 15min.
The views from the Islands to the riviera are incredible, you can walk and swim on both islands.
Ste Margerite is slightly larger and has some nice beaches to swim, it also has a castle that is nice to visit.
St Honorat is a smaller island less crowded with a monastery. There is also a castle and you can walk around the island and swim here and there.
Antibes and its city walls are impressive. You can reach Antibes by train from Nice.
Antibes old town is worth a visit by it's own and you can combine it with visiting the super-yacht impressive harbor as well as having a swim in the Gravette sandy beach.

Monaco its not my cup of tea, however the aquarium and the old town is worth a visit.
